         SUBJECT: 513th Military Intelligence Brigade Task Force to
         Kuwait City Restoration - Situation Report (U)


             C. (U) DOCBX:

              (1) (-Siff) The T)OCEX Section continues to find documents
         portraying officially sanctioned systematic looting by Iraq.
         Document screening also revealed the following:

            - A police report of two Kuwaitis executed by an
         investigator.

            - An order to collect passports of certain workers living in
         Kuwait in order to prohibit their departure.

            - An order, dated September 1990, to take all foreigners from
         the Western Countries hostage. Western Diplomats were to be
         taken to the Hilton, Meridian, and Hyatt Regency Hotels.

            - An order for Iraqi military units to comb Kuwait City
         looking for opposition writing on walls. If such graffiti was
         found, the Army was to execute the Kuwaiti owner of the property.

               orders calling for the immediate destruction of any Kuwaiti
         homes/buildings from which sniper fire had emanated.   5USC552(b)(1)



              (3 ii        21 Boxes (Approximately 42 cubic feet) of
         screene@ Ocuments were sent to Dhahran for full exploitation.
         IIRs from these documents are forthcoming.

                        Xedical intelligence. The CENTCOM Medical
         IntelY ence officer is visiting local hospitals and clinics.
