      MEMORANDUM

      Subi: Contingency Plan for Pipeline Parallel to MSR Dodge

      1. The pipeline is not in continuous use, but is full and pressurized
      psi. It belongs to ARAMCO and they make any necessary repairs and must
      notified to turn it off.                              5 U.S.C. 552 (B)(6)

      2. Any breaks in the pipeline Bhould be reported I
      Whiskey area it would be
      ARAMCO can be notified also by notifying the 416th Engineers at
      9-7805-612/613/614/61S.

      3. In addition to the phone notification, a spot report should be Bent
      through the G-3 channels.   The information in this report will go outs
      army channels, BO it MUBT include the following:
         a. There is a number on the pipe every kilometer, the nearest n
              should be included in the report.
          b. Now the pipe was ruptured is needed so that the correct repair
              equipment is ordered.
      This spot report should be Bent to the attention of the Corps ACE who
      determine if Corps firefighting assets are available.
      4.(U)@Bases in close proximity to the pipe should plan for berms or di
      that would keep the results of a spill out of the compound. The pressl
      oil also gives off toxic fumes (14ydrogen Sulfide) which smells like rot
      eggs. Field protective masks should be worn in proximity to the rupture.
      Field Protective masks will provide protection until the BMell of rottei
      becomes apparent in the mask, then the filters MUST be changed.
