                 2) External moving assets are rarely available when an
        EOD unit must move.


                 3)  Communication equipment authorized is antiquated
        and insufficient +or operations over great distances.


            b. Reasons: The doctrinal concept of mobile operations
        within EDD is to move and sustain operations using only internal
        support during a 3-5 days period from a fixed or semi fixed
        location. This is exemplified through unit training and testing
        procedures currently ongoing. No contingencies exist to operate
        for sustained mobile operations for unspecified periods without
        fixed or semi fixed locations except when using external
        support. Also in training and testing, unit movement is geared
        toward total unit movement at a given time with all unit assets
        available +or movement. No contingencies or guidance is
        available +or operating teams detached in decentralized EOD
        operations while attempting a permanent move from a semi fixed
        location over great distances to another semi fixed location
        while remaining operational and without external assets. To
        achieve Such a move requires shuttling equipment thereby
        curtailing EOD response capabilities and increasing movement
        time.


            C. Possible Solutions: The following solutions could
        alleviate some of the above problems but could also create
        others:


                 1) Adding a five ton cargo truck and one or more
        Hemmitt w/sel+ loaders would solve the unit movement problem +or
        equipment but would increase the number of personnel needed to
        drive.


                 2) To maintain a functional CP which is continually
        mobile requires a CP vehicle such as an expandable van or shop
        van.


            d. Temporary Solutions: This unit acquired a captured
        Iraqi maintenance shop trailer to serve as a mobile CP which was
d behind an MlkifZIB Cargo Truck. Also acquired was a
        captured tractor and trailer (flat bed) which was used to
        transport our two cone@.,,es containing unit MTOE and CTA equipment
        which could not be transported in our authorized vehicles. Not
        being transported was another conex full of equipment considered
        unnecessary +or this specific offensive which had been sent to
        the rear +or storage. This equipment included the P08 set, the
        EOD robot, non-sparking non-magnetic tool set, MK     ordnance
        locator, and the Bomb suits.

            e. Equipment Performing Substandard: Listed below is
        equipment presently authorized as part of the MTOE or CTA which
        performed substandard in desert conditions which existed:
