     (U) TITLE: Environmental Specialist

     (U) OBSERVATION@ There is a real need for an environmental
      @alist within the Civil Affairs Command.

 6. (U) DISCUSSION: Given the -significant damage done to the
 water in the Gulf and the air pollution caused by oil fires, and
 the potential for similar occurrences to include nuclear,
 biological and chemical catastrophies, it is essential that CA
 units have an environmental specialist in-house.

 7. (U) LESSON LEARNED: An analysis needs to be done immediately
 after a catastrophy -- war, a major oil spill, oil fires,
 slurry, PCBS, and so forth -- by skilled professionals directly
 assigned to the CA unit on the ground.

 8. (U) RECOMMENDED ACTION: A position for an Environmental
 Specialist should be incorporated into the TO&E of all CA units
 as an organic component. Meanwhile, coordination should be
 ma&tained with the Federal, Interagency Emergency Response
 TW , experts from EPA, NOAA, DOE, and the Coast Guard.
