           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 12/03/90.

           3. (U) KEYWORDS: No keywords..

           4. (U) TITLE: Personnel: Timing the Transfer of Non-deployables
           to USAG.


           5. (?) OBSERVATION: The transfer of nondeployables to HHC, USAG
           from Ist ID occurred too early.

           6. (?) DISCUSSION: Units required their non-deployables to
           assist with packing, loading, and railloading. Losing units
           were directed to transfer their non-deployables, then request
           their attachment. However, many units did not transfer all
           their non-deployable soldiers as scheduled.

           7. (?) LESSON LEARNED: The transfer of non-deployables
           occurred too early.

           B. (?) RECOMMENDED ACTION: Choose a time when the units are
           finished with packing and railroading but before they deploy.

           9. (?) COMMENTS: AG PERS must know early which soldiers are
           non-deployable so that cross leveling can occur.
