            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

            3. (U) KEYWORDS: ORDERS/SUIDANCE, PLANNING, RWO (REAL WORLD OPS),
            USA (US ARMY), ACTIVE COMPONENT, C2 (COMMAND AND CONTROL),
            LOGISTICS, SECURITY ASSISTANCE, UNFAVORABLE, ACCOUNTABILITY,
            INTEROPERABILITY, CRIT3 (IMPORTANT PROBLEM).

            4. (U) TITLE: Plans and Policy: DOL-IPECO: Personal Property
            Storage

            5. (u) OBSERVATION: Personal property is located in areas which
            are not an adequate size to inventory and arrange contents.
            Also, much of the property is stared in barracks which would
            have to be issued first in case of mobilization of reserve
            Lin i ts.


            6. (u) DISCUSSION: Personal property is located in areas which
            are not appropriate to the overall deployment/mobilization
            mission.


            7. (u) LESSON LEARNED: The proper storage and inventory of
            personal property hastens the turnover of the property to the
            appropriate authorities.                              i

            S. (u) RECOMMENDED ACTION: A. Pack and store personal property
            in a central warehouse location to make buildings available for
            issue. This will also allow availability for completion of
            maintenance work while the buildings are unoccupied.
            B. Do not store personal property in barracks because it
            compromises security of property when barracks are issued to
            incoming reserve units.
            C. Match Personal property boxes and inventories as soon as
otate location for easy location in the event
            property must be turned over to designated representatives or
            suumary court officers.
            D. Be prepared with procedures +or turnover of personal
            property to representatives, and/or summary count officers and
            returning soldiers.
            E. Be prepared to explain procedures to representatives when
            they call to inquire about the disposition a-F the soldiers
            personal property.
