            Subject: Observation of Dhaharan Equipment Wash Operations

            1. Purpose:   To provi,de information on equipment'cleanltp
            operations in Dhaharan.

            2. General:   On 4-5 April 91, the Corps Chemical 0-F-Ficer visited
            three vehicle wash operations in Dhaharan to obtain insights on
            how they were cleaning vehicles and specifically how chemical
            decon equipment was being used. Overall chemical equipment was
            not nearly as effective as specialized pressure washers which
            consumed 6(J% less water. Additionally, the chemical equipment OR
            rate in the chemical battalion supporting one of the three wash
            points has dropped from 9@D% before the operation to 19%.

               Specific Observations- Many of the observations below are
            nuggets gained by talking to unit commanders, leaders, vehicle
            crew members, Customs inspectors and wash site personnel.
            Hopefully they will assist MSCs and units in recognizing pitfalls
            and successes already encountered by the 24th ID and the Ist Cav
            Div. VII Corps units will have a big advantage over those units
            in that they went directly -From the desert to the wash points.
            Therefore, many of the difficulties they encountered can be
            avoided by our going into the RAA'S, then to port.

               a. Prewash Rack Activities


                    (1)  Units coming directly from the desert had much
            excess equipment, trash, and ammunition in vehicles.    This
            resulted in units having to sort out equipment at the wash racks
            when allocated wash rack time was critical. (Source - Leader Ist

                    (2) Dumpsters were -Full of serviceable equipment
            including radios, cots, carburetors, etc. Signs are inadequate
            to control unauthorized disposal. (Source-Cdr, Port Wash Site)

           (3)  Packaged POL products require collection/tLtrn in.

                    (4) Coordinate with DRMO for turn in of serviceable
            equipment. (Source-S3, Port Wash Point)

                    (5) Need to control traffic flow so do not have clean
            vehicles driving back through dirty area to pick up secondary
            loads. Critical at por-L area with U.S.D.A. customs check.

                    (6) Do not try to load Sea Lands/CONEXs in the wash rack
