MEMORANDUM FOR Exercise Director
SUBJECT: Casualty Evacuation Exercise II
1. General. The second medical exercise proved to be another
beneficial rehearsal as we prepare for the ground war. The
exercise can really be broken down into three phases - even though
it was not supposed to have been divided. The first phase was
taking patients into 7th Corps evacuation hospitals. The second
phase should have been the care, regulating and evacuation of these
injured personnel during night operations. The last phase was the
processing of evacuated individuals at Med-Base America. This
operation was broken down into three phases, because of the failure
to meet the objectives of the exercise. The night evacuation of
this exercise was not completed.
2. Discussion.
a. Again I would like to reiterate previous comments. Once
the patients were in the medical facility the conduct and
professionalism of everyone concerned was exemplary. The issue of
evacuation of patients still needs work. The issue of regulation
is fairly good. I do not understand how we can have such good
procedures for regulating and such poor procedures for evacuation.
b. As I went from place to place, I found someone willing and
able to talk to me about regulating patients. However, when I had
the opportunity to see first hand the evacuation of 18 of our
actually injured soldiers, I was extremely disappointed. The
following is a review of the evacuation. Note, this was
accomplished when we have not even been over taxed in our
evacuation system. What will happen when the ground war starts?
(1) At 0838 two vehicles pulled up to MASF to unload
actual patients (4 ambulatory, 2 litter). Af ter 8 minutes and
of patients and equipment, it was
decided that these patients were to go to the ASF.
- The vehicle showed up at MASF and no one knew it was
coming.
- The driver was told to drop patients of f at "the
same place they did before by the primary/secondary tents".
- The instructions clearly indicated that the MAS:F was
the place for drop-off.
- Yet the 602's stated- that the individuals were to be
evacuated to Landsthul, FRG. Which meant they were to go to the
ASF.
- @en I checked the ASF, to see if they knew the
patients were coming, they showed me how they were regulated but
