              4. (U) TITLE: L013ISTICS: NBC: CHEM DEFENSE EQUIPMENT (CDE) ASL AT
              MOBILIZATION STATION

              S. (U) OBSERVATION: Fort Riley attempted to make-up CDE
              short-Falls before airilow when the requisition process failed.

              6. (U) DISCUSSION: Insufficient time existed between arrival at
              MS and airflow (or railroad in the case a+ surface movement) to
              receive fill a-F requisitions for minimum essential NBC
              equipment.
                  Since units could not meet airflow without FORSCOM directed
              NBC equipment, sister units, ARCOMS. HS units, and USPF&Os
              attempted to make up the difference.
                  Consequently, Post Chemical requested DOL setup an
              authorized supply list CASL) for CDE. Quantities were based
              upon requirements of RC units during a 60 day history period
              (Nov and Dec 90).
                  While the concept was accepted and requisitions dropped, the
              ASL was not formed in time to assist units deploying during
              Desert Shield.

              7. (U) LESSON LEARNED: ASL +or CDE must be in place prior to
              deployment.
