                                          FACT SHEET

             ISSUE,. Shipping and transporting classified material during VII
             Corps redeployment operations.

             DISCUSSION:


                  Units  should destroy all classified and OPSEC sensitive
             material no longer needed for operations or reference, and reduce
             holdings to the absolute minimum for security and ease in
             handling and shipping.

                  Send material through the Defense Courier Service (DCS) or
             registered mail. Use DCS for Top;.Secret and Sensitive
             Compartmented Information (SCI) through the-supporting      SSO. Use
             registered mail for secret, confidential and OPSEC sensitive
             material through the unit security manager.. Package material IAW
             para.8-200,, AR 380-5.

                  Units will only   handearry material needed in theater up to
             the departure date or- immediately upon arrival at home station.

                  The following requirements must be met for transporting
             classified and OPSEC material via sea or air:

                        Handcarrying:, Package the material IAW AR 380-5, Para
             8-200 and remove all metal bindings.     Officials may check
             envelopes by X-ray machine, flexing, feel, and weight, without
             opening the envelopes., A looked briefcase may not be used an an
             outer wrapper.   Do not read, study, ox- display classified and
             OPSEC material in any public conveyances or places. Couriera
             must have written orders, a specified inventory of packages, and
             retain the material with them at all.times. Packages must fit
             under the seat or in the overhead compartment.

                        Shipping by Air:    Present carg@ and documentation for
             inapection.exemptions to the contract airlines or MAC ground
rding. Do not put SCI and Top Secret
             material in cargo compartments. (SCI and TS must either be
             handcarried or sent vial DCS).   Units-must consider contingencies
             if cartons are denied transit. Cartons authorized shipment will
             be loaded last on the aircraft under-.the supervision of a..
             representative of the airline accompanied by appropriately
             cleared personnel.    In addition, appropriately cleared personnel
             must be available   to conduct surveillance at any intermediate
             gtopg and final destination when the cargo compartment is to be
             opened.


                        Shipping by sea will be IAW AR 380-5, Para B-102g.
