                                       FACT-SHEET

             ISSUE: In response to. VII Corps request for- further
             declassificaltion of Desert Shield/Storm information, CENTCOM and
             ARCENT positions are to continue to follow classification guides
             of the respective OPLANs for the near term.

             DISCUSSION:


                  No changes in classification guide until all troops are out
             of KTO. CENTCOM J3 POC.


                  Information released during press briefings or other public
             disclosure is not automatically declassified.

                  Do not confirm oi- deny open source information if it falls
             within classification guidelines.

                  -Generally, information about enemy operations is
             unclassified unless derived from sensitive source with no other
             plausible source or reveals friendly collection capability by
             context @r'date of acquisition.

                  Information about friendly vulnerabilities is OPSEC
             sensitive and should not be released,in unclassified.toz-m.


                  Exercise care in revealing unique capabilities of tactical
             systems, e.g. optics.' Consult operations manuals.

             RECOMMENDATION: Refer-to Desert-Shield/Storm OPLANs for post
             phase declassification guidance. Specific declassification
             requests should be submitted to 03 Plans or 02 CI Division for
             action.
