          SUBJECT: significant Activities for February

                   (3) Initiated weekly meeting among representatives
          from HHC ARCENT, HQ CMDT PAC and MMD to improve personnel
          accountability and personnel service support for HQ ARCENT
          soldiers.
                   (4) Intecirated ten additional personnel into MMD.
                   (5) Identif ied accountability problem related to
          improper outprocessing of HQ ARCENT soldiers being assigned to
          other organizations within the Theater.
                   (6) Assisted HQ CMDT PAC in getting its operation
          started.

             e. 'Plans, Policy and Programs Division
                   (1) Finalize a command succession poligy,,@@hasizing
          command support for the DA Centraliz4a Selection system and the,
          use of prepositioned command designees.
                   (2) Development of a frocking policy explaining the
          criteria.
                   (3) Development and coordination of an ARCENT policy
          for the taking of war trophies.
                   (4) Work with the-ARCENT PERSCOM on  the development
          and consolidation of awards policies including at a minimum:
                   (a) Consolidate in a restatement the various
          delegations of wartime awards authority. "                          4@-
                   (b) Where the Purple Heart will be awarded when
          individual pass through several hospitals.

                   (c) Posthumous awards.

                   (d) Service awards.
                   (e) Desert Shield/Desert Calm service (versus Desert
          Storm).
                   (5) Development of a psychological autopsy policy
          including a summary sheet to go to the CO?4USARCENT.
