                                     JUSTIFICATION

            The 423rd Medical Company (Clearing) distinguished itself through
          exceptionally meritorious service from 11 October 1990 through 10
          April 1991 in support of the military operation in the Kingdom of

          Saudi Arabia during operation Desert Shield and Desert Storm. The
          423rd Medical Company provided quality health care to the soldiers

          of the X'71II Airborne Corps, the Department of the Army civilian
          force and the VII Cc;rps for almost three months throughout the

          Dhahran and Jubail areas. Within 4 weeks of. arrival in the Kuwaiti

          Theater of Operations, the 423rd established 7 Troop Medical

          Clinics while supporting 2 additional clinics in the Dammam Port

          area, treating over 16,000 soldiers and administering immunization

          of ISG and Flu vaccinations to over 10,000 soldiers with no major

          medical equipment problems, an accomplishment itself within a

          desert environment.    The 423rd continued its fine delivery of

          medical care throughout the remainder of operation Desert shield,

          desnite intense training for the chemical decontamination mission.
          In preparation for operation Desei:t Storm, the 42@rd Medical
          Company trained with intensity and enthusiasm for all contingencies

          and missions. The command established the first fully functional

          chemical decontamination site in the Kuwaiti Theater of operations
          at King Khalid Military City. This enormous undertaking was the'
          premier and model site, fully capable and operational within 30

          minutes of notification. in addition, through the ingenuity of the

          423rd personnel, the first functional chemical decontamination

          transportation bus was established, this mass transportation
