         SUBJECT:    After Action Report, 800th MP Bde (PW)


              A number of other considerations need to be addressed in fu-
         ture planning.    MTOE changes need to be pursued for both person-
         nel and equipment.     EPW camps should have a position for a chemi-
         cal officer.    At present, the camps evidently are looked upon as
         large companies with no consideration for their responsibilities
         concerning NBC coordination issues for subordinate units and
         EPW.   The EPW camps need to be considered as the command and con-
         trol element for large task organizations, as evidenced in Desert
         Shield/Storm.    Equipment needs identified include decontamination
         apparatus (Sanators), Chemical Agent Monitors, and portable decon
         units (mll/ml3). The latter need became evident as the doctrine
         of backhaul was not supported theater wide, forcing the use of
         nonmilitary transport, which were not equipped for vehicular de-
         con. These vehicles were particularly vulnerable because they
         traveled into Corps Rear Areas which are prime targets for persis-
         tent agent attacks.

              In conclusion, the ultimate success of the Brigade to operate
         in an NBC environment remains with the individual soldiers. Their
         ability to respond and survive individually without dependence on
         supply or support, but on their training, confidence, and ingenu-
         ity is crucial. An escort guard somewhere on the road or at an
         EPW camp without a phone or radio, may not even be able to commu-
         nicate the problem, much less get assistance for it, which leads
         back to the NBC survival skill refresher training provided at the
         mobilization station.     'That training, and the associated equip-
         ment issue accomplished much for overall NBC readiness.
