SUBJECT: Operation Desert Shield and Desert Storm Command
             Report

weeks of December. The DANGER Forward element began
deploying 12 December with four cargo lifts of C141's
carrying tentage, cots and metal tent stakes. Advanced LNO
elements from 101 MI Battalion and 2-3 ADA Battalion (4
personnel) departed with these flights. The remainder of
DANGER Forward departed on three flights of C5's on 15
December 1990. The second aircraft suffered a complete
hydraulic failure and made an emergency landing at Torrejon,
Spain one hour after departing that airfield for the final
leg to Saudi Arabia. All advanced elements were closed at
warehouse 18 at the port of Ad Damman, Saudi Arabia by the
evening of 17 December 1990. Preparations began immediately
for the departure to TAA ROOSEVELT.

                  (4) Most DANGER Forward elements departed for TAA
ROOSEVELT the morning of 19 December 1990. Unit LNOs began
reconnaissance of their assigned areas the next day.
Originally, the Division had been promised several non-
tactical vehicles for these personnel, these were not
available. This seriously affected the advanced party's
ability to do the tasks it had been assigned.

                  b. Deployment.

                        (1) The Division Main Body began deploying on 18
December 1990. Units were pushed forward as rapidly as
possible once equipment arrived. The deployment continued
through 28 January 1991. on 29 December the Division Colors
             were unfurled in TAA ROOSEVELT.

                        (2) The Command Group and Planning Staff
participated in a Corps backbrief/seminar on the concept for
the conduct of Phases 11 - IV. The Division issued FRAGO 8-
91 for the defense of TAA ROOSEVELT. At the time the order
was issued, the Division's combat power in TAA ROOSEVLET was
negligible. overall, the Division experienced problems
' 'lar to the units that previously deployed. Ships were
             s3mj.
later than expected, traffic on the Tapline Road was very
heavy, and support assets were not yet in place.

                        (3) The Division received the final version of the
VII Corps OPLAN DESERT SABER on 13 January 1991. The
Division combat elements had not closed by the time
hostilities commenced on 17 January 1991.
