force. Early on in the planning, the Group realized support lines would
quickly be over extended 4+ required to support out of Log Base Echo (LBE).
The Group then started to develop a plan in conjunction with 16th CSG that
would allow both organizations to support the demands of the MSCS.

A detailed plan was coordinated that incorporated a push system using the
transportation assets of the two CSGs (7th and 16th) and Theater (ARCENT).

The 16th CSG would push supplies from LBE to a Trailer Transfer Point (TTP) on
Phase Line Apple to form a southern loop. The 7th CSG would form the northern
loop by pushing the trailers/tankers provided by the 16th CSG forward to the
divisions. In order to provide the fuel and ammunition quickly, the 7th CSG
tasked its subordinate units to augment the MSCS.

On 16 February, the Group moved to Log Base Echo (LBE), where it collocated
all SSAs under its control. The specific purpose was to maximize the use of
all assets while maintaining total asset visibility and pushing Class IX to
forward units in LOG PACS. This concept proved to be very valuable. However,
to make the operations more effective a light/medium truck company should have
been used in direct support. This could not be accomplished because of
numerous critical transportation requirements during the ground offensive.
During the ground offensive, the collocated SSA operation processed 11,275
requests and filled 6,124. The remaining requests were backordered.

On 17 February, LTF 213 and 6 established a Staging and Marshalling Area
(STAMA) in Log Base Echo for the purpose of assembling LOG PACs for IAD, 2ACR,
3AD and nandivisional units in their sectors. This plan provided a
centralized control point for cargo being pushed forward. The STAMA worked so
well that soon after the war began, it was used to marshal all LOG PACS going
                 to VII Corps MSCS.

On 20 February, construction of 292 ammunition trailers began for the initial
push forward with the combat formations of IAD, AD and 2ACR.

On 21 February, 171 5K gallon tankers were marshalled at the STAMA for the
initial push forward to the combat formations in their Forward Assembly Areas
                 (FAA).

Prior to this occurring, there was a great deal of debate by the MSCs over how
many trailers/tankers would be tasked to support the divisions/RSS. The
number requested by the MSCs far exceeded the Group's assets. It was decided
these assets would be distributed on a "Fair-Share" basis. The assets were
distributed on the basis of trailers/tankers needed by the MSCS. The 7th CSG
then took the number of assets requested by each MSC and divided the amount
into the total number of trailers/tankers requested. Based on this
percentage, the 7th CSO divided the assets based on the number of assets
actually on hand. Each MSC then recieved an equitable share of the Group's
                 total availabble assets.
81 On 22 February LOG PACS departed to link up with their supported units. This
convoy consisted of 171 5k Tankers and 292 ammunition trailers. These LOG
PACS proved to be key to logistical support of the corps as it attacked the
flank and rear of the Iraqi Army in Kuwait and Iraq.
