         Division. This is especially critical because mknagers do not

         management decisic3iis.

         5. CONCLUSION: The Class IX System in the Division is working.
         The time required for documents to reach DS4, knowledge of
         supervisor and cleri,,s. and problems outside the Division
         contribute to the perception that there are Iirge Class IX
         problems within the Division. Performance of basic functions and
         discipline of the Class IX system would, however, improve the
         Class IX operations.

         6. RECOMMENDATIONS:


             a. Unit Commander:


                  (1) Ensure that disks are turned in daily to their
         supporting DSU at the prescribed time.

                  (@4) Demand that automated status be run daily ind ti@,e
         the appropriate al:tions required by the status or the lacif. of
         status.


                  (ZN) Establish management systems that enable BN XO's,
         DMO. BMTs and SMSs to quickly accurately assess the units
         reqLtisition/statLts flow.

                  (-I) Take precautions to ensure parts are properly
         receipted, transported, stored and distributed to prevent loss.

                  (5) Accept nothing less than 100% capability of their
         computer system.   If ttiL-,.-,e are problems, ensure they tr-e fixed
         promptly.

                  (6) Equip ULLS-11 System with generators which meet the
         systefn@s power- requirements and ensure they are properly
         maintained and serviced.

                  (7) Identify problems with request, statlis,.parts flow
         and Computers to tech supply/,zLtpport c)pL-ratiori's.

              b.  DISCOM:

                  (1) Provide VLAAT with adequate transportation to ensure
         they can quickly respond to customer problems.

                  (@-) Establish a disk, Flow fr-om customer through DSU to
         main and to DMMC that facilitates customers having the parts in
         hand, i-r stocked in their supporting DSU or the Main, within 24
         36 hours.
