                    3.  (U) KEYWORDS:  M8A1 ALARM, CHEMICAL, NBC,
                    4.  (U) TITLE:  M8A1 CHEMICAL ALARMS
                    5.  (U) OBSERVATION:  Inadequate authorizations for M8A1 Alarms.
         
                     6. (U) DISCUSSION:  During the initial phases of DESERT SHIELD,
                     we determined that many units were not authorized enough M8Al
                     alarms to provide adequate early warning.  Several units
                     identified were infantry, armor, artillery, and signal
                     battalions.  The DIVARTY had previously recognized this problem
                     and redistributed MOAl alarms within their organization to
                     enhance their overall early warning capability; M8A1 alarms were
                     transferred from the MIRS battery to the FA battalions.
         
                     7. (U) LESSON LEARNED:  Many units deployed with insufficient
                     quantities of MBA1 because of inadequate MTOE authorizations.
                     fleviewing MTOEs and submitting changes (where applicable) during
                     peacetime operations will eliminate this problem for future
                     deployments.

                    8.  (8) RECOMMENDED ACTION:
                     Short term:  units review their MiroEs and submit changes (where
                     applicable) to reflect what is actually required for adequate
                     early warning.
         
                     Long Term. USACMLS coordinate with TOE proponents to ensure MBA1
                     alarm authorizations are adequate.
         
                     9. (U) COMMENTS:  We completed preliminary work on this issue
                     during O?ERATION DESERT SHIELD.  The Division Chemical Section
                     determined proposed M8A1 authorization for infantry and armor
                     battalions (see attached).  Infantry and armor battalions may
                     use these figures or develop their own.  The DIVARTY and 24 PSO,
                     in conjunction with division chemical also determined a
                     breakdown of M8AZ alarm authorizations actually needed.  We will
                     forward a copy of this Ahi? coimnent to the USACMLS for their
                     review.
