                                        LOGISTICS:

          ISSUE: Poor CDE Status Prior to Deployment.

          DISCUSSION: The squadrons paid poor lip service to maintaining its
          Chemical Defensive Equipment (CDE) as outlined IAW USAREUR, VII CORPS
          and Regimental regulations and policies. Requisitions for short
          equipment were not validated as required and damaged equipment were
          still at organizational maintenance to be turned in.

          RECOMMENDATION: Regimental Command.Inspections are good but
          unannounced inspections can better determine whether a unit 'is ready
          to deploy and execute its missions. The establishment of unannounced
          inspections with a full roll outs with inspections using very detailed
          inspection criteria will go a very long way towards determining if
          unit is ready to deploy at anytime.

          ISSUE: Theater Chemical Defensive Equipment (CDE).

          DISCUSSION: Supply and repair system was nonexistent. CDE is a low
          density group of systems/equipment. With the possible use of threat
          chemicals to be used in this operation. there was no front planning
          and effort towards prepositioning CDE logistics base to support the
          MSC's needs. For example, theater was shipping overgarments to short
          units all the way up to "G" DAY and there were no repair facilities
          for repairing M17 sanators, MBAL alarms, and M12AI decontamination-
          apparatus.

          Recommendation: The logistics planners must ensure that supply and
          maintenance operators for low density items are pushed forward into
          the theater of operation before operational assets arrive.

          ISSUE: Stockage criteria for class 2, 7, & S.

          DISCUSSION: Throughout each phase of Desert Shield and Storm, the
          regiment was plagued with shortages of classes 2, 7 & S. For example
          the regiment is,authorized 134 Chemical Agent Monitors. It had 21
          CAMS on hand. The Dragoon Battle Group was also short M6A2, M5, AND M7
          hoods for protective masks.

          RECOMMENDATION: Regimental  Material Management Center must have
          adequate quantities of 2, 7& 8 CDE available in its ASL. Quantities
          to be determine must be coordinated with the Regimental NBC Officer
          and the RS-3.
