(9) lst TMCA coordinates the movement -From home station
to SPOE/APOEs of all deploying units.
2. MISSION. 21st TAAC(3M provides designated forces in
attachment to VII (US) Corps; provides enrouto support to
deploying forces in 21st TAACOM AOR and ICW with MTMC, Ist TMCA,
and USAFE conducts support Operations at designated SPOEs and
APOES.
3. EXECUTION.
a. Commander's Intent. Support to Operation Desert Shield is
USAREUR's priority mission. As such, it is our number one
priority and all other tasks must wait until deployment of
USAREUR forces have been completed. This operation will be a
high paced deployment, timeliness of movements will be critical
to success. Our greatest impact will be providing efficient
throughput at the seaports. I want to emphasis placed at
supporting port operations. I can not over stress my concern for
safety in all aspects of this operation. Look to our Host
Nations for any assistance that they can provide. We rely on
their help and they stand ready to support us. Consider Host
Nation impact in everything that we do. Treat them as partners in
this endeavor. Ensure that our deploying soldiers are properly
prepared, and informed. Make proper arrangements for
their family f-.e,.Prers, property, and other responsibilities that
they will leave t:ei,-,d.
b. Concept o; Operation.
(1) Ger,.er-=kl. @@lst TAACOM deploys 4 company size
elements consisting of two MP Companies and two transportation
companies in three phases (Preparation, Movement, and Loading).
Additionally, assists Ist II) (M) in draw of POMCUS and onward
movement to SWA,; :)perate DACG at Ramstein Air Base; operate SPOEs
at Rotterdam, Art,@ierp, Bremerhaven and barge site at Mannheim.
(2) Phasing.
(a) Phase 1, Preparation. This phase consists of
preparation of the deploying units, and METL training required
to ensure mission accomplishment in the AOR. This phase also
provides the supporting units the opportunity to plan and prepare
for support operations at the POEs and enroute locations. The
phase ends for 21st TAACOM when the last deploying unit finishes
loading at home station.
(b) Phase 2, Movement to SPOES. This phase
encompasses the movement of all equipment and supplies to the
designated SPOES. Primary means of movement of all vehicles to
the SPOEs will be by rail or barge. In some instances, wheeled
vehicles will ,nove to the c-POEs by convoy. Helicopters will self
