                 MEMORANDUM FOR RECORD

                 SUBJECT: (U) Phone Conversation with Dr. Bob Mikulak.
                 1. (U) -Dr. Bob Mikulak is with the U.S. Department of State and is the point of
                 contact for the U.S. annual report filed, under the auspices of the Confidence
                 Building Measures of the'Biological Weapons Convention (BWC), with the United
                 Nations Arms Control and Disarmament Committee.
                 2.       initiated a call (6 November 1990) to Dr. Mikulak to discuss the possible
                 ramifications, in L'@ie context of the provisions of the BWC, of the Army
                 undertaking the production of large numbers of doses of botulinum toxoid vaccine.
                 This conversation was conducted or. a STU ILI phone operating in secure mode.
                 3. -(!* Dr. Mikulak immediatel  'y asked what was involved in the production of
                 botulinum toxoid, and I told him that he had identified the =x of the issue, i.e.
                 that production of the actual toxins were a prerequisite to production of the tozoid.
                 He asked if toxin was accumulated before processing, or if it was produced and
                 then immediately detoxified. I told him that the latter was the rase, and that no
                 accumulahon of toxic matprial was necessary.
                 4. -tS* Dr. Mikula3es reaction to this discussion was that the production of
                 quantities of botulinum toxoid falls within the pern-dtted activities of the BWC Ci.e.
                 the toxin materials are to be used for peaceful purposes in the production of toxoid
                 vaccine). He speculated that, if such an effort is actually undertaken, the U.S.
                 might quietly not@ify other countries (did not specify who). I asked him what the
                 official chain of notification to him was and he said that=-No-@.ld be the'point
                 of contact.
                 S. (M I reiterated to Dr. Mikulak that this effort is in the discussion stage only,
                 that there are n6 short term plans, and that long term plans might be
                 forthcoming. He asked to be kept up to date on any actions on an informal basis,
                 until such time as official notification would be warranted.
