SUBJECT: After Acation Review - Medical Evacuation System
Rehearsal
1. Problem: Communication in Hospital
Discussion: No paging system or loud speaker system available
in hospital of housing area. There are inadequate number of
field phones resulting in some areas of the hospital being
difficult to contact. Some of the field phones were not working.
Certain key personnel (Triage Officers, Chief Surgeon, Chief Nurse,
Chief Professional Services) were difficult to locate when
they were out of their offices. The location of physicians was not
known, notification--was difficult for consults, surgeries, and
MASCAL. Solution: Installation of loud speaker system in hospital
and compound. Paging system of radio for Rey personnel. List of
assigned ward physicians and physician call schedules will be
placed in EMT and Commo Section. Personnel key to MASCAL on call
physicians must remain in hospital compound area and keep commo
section, assigned wards, and orderly room informed of their location.
2. Problem: Communication outside hospital.
Discussion: MRO was difficult ot contact on the Tactical Phone.
MRO did not call back in a timely fashion and had to be called
more than once. Patients arrived at the hospital with no advanced
warning foom 'either the MRO, helicopter, or ambulance. Communication
with key personnel in other Evae Hospitals was difficult.
Solution: Additional phones and personnel support at MRO. Better
informed communication in other hospitals.
3. Problem: Transportation of Patients.
Discussion: An inadequate number of litter bearers in Triage area.
Notification of litter..teams different due to internal communication
problem. Requirement for 4 person litter teams depletes the force
both numerically and physically. Litter bearers did not know
hospital layout. Control and accountability of litter bearers was
inadequate. Litter bearers were not well trained in litter commands
and techniques, and procedures of loading and unloading helicopter
and ambulance. Solution: Identify and train more litter teams
both within the hospital and the compound. During a RASCAL some
off duty physicians and nursing personnel may need to be litter
beare;7s.
