SWORN STATEMENT
1, after having been duly sworn,
depose and state as follows:
I am currently assigned as the Regimental Engineer with the
and am serving As the liaison officer between the Regiment and th
EOD Detachment. MY urderstanding of the command relationship is that the
EOD is here in s~.:poort of the regiment to clean both the Nortm and South
compounds of unzz;,plooed ordnance resulting 4rom tne 11th July incident. Tne
initial priorities are clearing the living and life support areas in the
South Compouna, progressing to clearing the Nortnern Compound motorpools
then restoring the combat power of the Regiment. It is my understanding
that the Regimental CDR is overall responsible for the clean-up operation
with support from the EOD since this is the lltn ACR compouna. The EOD
woul ccomplism their mission and would receive
%. receive support from us to a
theiVpriority of effort. As far as on-site responsibility. EOD was in
charge ot the actual clearing operation. I felt that the Regiment had
authdr7itw to stop an operation if it was deemed unsafe. I felt I could have
dabe this at any time.
EDD initially became involved with the 11 July incident because they
had two personnel working in the area.rivec at tne comoouna

of any request from the Regiment to higner headquarters for additional EGv
aisistance. however additional EOD personnel were dispatched from Saudi
Arabia to auament tne team in Kuwait. I served as the LNO bel:ween the
Regiment and EQD he!oing to communicate priorities. receiving EOD input and
resolving Any ct%mmunications or logistics problems. I believed tnat tnere
was a Tres floA of iiiormation and discussion oetween us. 1 believe ooth
groups were tninking and stressing safety 'Inroughout. i am not aware of any

nave been limi7.ea in scope as EOD was not reluctant to iniorm me of any
oroblems. Adoitionally, tne cnain of command was briefed on outtino outside
oressure on tne EOD. rhere could have been an incident where a CC or ISG
might have as~ed ii an EOD tech could clear the area arounc a specific
piece a+ equipment but I believed this to be a request or inouiry and there
were never any incidents regarding arguments or intimidation on the line
against EOD to accomplish any task or mission.
On the morning of the 213d of July, we planned two clearing operations
to start with, clearing the washrack and clean up selected WP rounds/
canisters. We added an additional tasking of clearing out the area around
the 2.d Squadron HEMTTS since clearance was given late the previous day to
begin removina wheeled vehicle's hulk. I met with~ ~arly that
morning to discuss the days operations. In regards to the washrack area.
