Each brigade and separate battalion element that did net
have DOL/Maint painting their fleet of vehicles made thei.1-7,.'.@Oiyn
plans to accomplish the task. In some cases, OLttSide areas
were designated -For painting operations. In most cases, tfie
'.E@lement" that needed vehicles painted, piinted their own.;, The
15 SPT "OSHA approved" paint facility, the 502 SPT paint shop,
xnd the DO[-/Maint pain facility were all primarily used in this
f.,Ashion.
6.. Due to time limitations (i.e. convoy/rail loading
schedules), provisions were not made to ensure personnel
(painters) were provided with the proper protective clothing
and equipment; supervisors were not trained; end hazardous
waist disposal arrangements had not been established, r-i-eat!:'Lng
both an explosion and environmental hazard. Several personnel
were referred to the local TMC's and the Oc:cLip@i@.ional Health
Nurse due to over-exposure to CARC paint/+Limes. Deadlinesiwere
established for complete painting of vehicles, and they were
met (with inconsistent emphasis; on 5afety and health concbrns)..
7. Additional approved spray painting facilities should be@-
provided and/or arrangements made with the Te@zxs Air D.Ltelity
P-oard for an "e>:cL-ption to polir-y" to state air quality
standards (for outdoor CARC spray painting operations). Along
with a contingency plan for a similar opera,@@ion of this scope,
Corps 63 should establish a training program in (--oordinition
with DOL/Maint for both painters and SLtPLrvisors.
