           MEMORANDUM FOR THE JOINT MANPOWER COORDINATOR (OP-OIBI)

           Subj:    QUESTION FROM SECDEF CONCERNING EFFECTS OF HEAT AND SAND
                    ON US PERSONNEL ASSOCIATED WITH OPERATION DESERT SHIELD

                    (d) USARIEM Heat Strain Prediction Model

           1. Your reference (a) memo requested input for the SECDEF use in
           replying to the WASHINGTON POST's 2 September article on the
           effects of heat and sand on personnel/equipment.

           2. Current DoD and Navy doctrine on HEAT STRESS is stated in
           references (b) and (c), respectively. The policies and
           procedures of reference (b), a tri-service publication, were
           validated in April, 1990. Reference (d) gives the work/rest
           cycles and associated water requirements for three times of the
           day while wearing MOPP (Mission Oriented Protective Posture) -1
           through MOPP-4 levels of protective clothing.
           3. Informal liaison with Medi    /cal Department representatives at
           NAVLOGSUPFOR indicate a lower than expected level of heat related
experienced. We believe this is due to command
           attention, training, and water discipline as dictated by the
           policies of references (b) and (c). Reference (d) and other
           similar physiological heat exposure limit curves are being used
           successfully in DESERT SHIELD to avoid unnecessary heat
           casualties and enhance personnel performance in environmental
           heat extremes.

           4. No untoward effects of sand exposure to personnel are
           expected or being reported to date.
