                 Orlando, to 6.35 for NH, Charleston. The ratios are based on personnel
                 status reports that provide a 'snapshot" view of a dynamic process. Some
                 SEIRES personnel were reassigned to other MTFs after reporting to a
                 facility. In addition, medical personnel assigned to an aviation or FMF
                 unit typically also supported the local KTF. When these individuals
                 deployed, the NTF's effective loss of medical personnel exceeded the
                 losses of active-duty personnel actually assigned to the MTF. As dis-
                 cussed later, part of the explanation for the differences in reserve
                 replacement levels lies in the Navy's interpretation of SELRES recall
                 limitations. Initially, the Navy believed that all SELRES personnel
                 within a unit with required qualifications had to be recalled together.
