                     By the end of the first phase, SEIRES personnel assigned to CONUS
               MTFs had replaced about 84 percent of the deployed active-duty medical
               personnel. Program-32 units did not have SEIRES personnel to replace
               the more than 600 nonmedical personnel who deployed from CONUS RTFs
               during the first phase. Table 3 compares the total number of deployed
               active-duty medical personnel with the number of recalled SEIRES person-
               nel on board to replace them at the end of of the first phase. The
               replacement ratio varied from 30 percent for Medical Service Corps
               officers to more than 100 percent for Nurse Corps officers.

                     In mid October, SECDEF directed that the quality and accessibility
               of CONUS care should not be degraded. While this mission was not spe-
               cifically anticipated, it allowed SELRES personnel serving in CONUS MTFs
               and DTFs to maintain medical readiness for casualty care, provided a
               patient base for GME, and minimized disruption of available patient care
               for all beneficiaries.
