                NQLMMNTATION 01? RESERVE RECALL


                     During Desert Shield, the Navy implemented a limited reserve recall
                governed by Title 10 tJ.S.C., section 673b until partial mobilization
                took place in January. Implementation of this recall discontinued
                screening, which effectively prevented reserve personnel from leaving
                the reserves. Procedures established to accomplish full mobilization
                focused on recall of entire units and were not well suited to implement-
                ing a limited recall. The Navy's requirements for medical SELRES per-
                sonnel were more suited for the recall of individuals than units. This
                difference created a number of problems. First, the Navy initially
                believed that it lacked the authority to recall individuals. Second,
                the medical SELRES community lacked ready access to the information
viduals. This section describes the implementation
                of the medical reserve recall. It begins with a description of the per-
                so=el policy governing the recall process and then examines some of the
                difficulties that the Medical Department encountered in matching reserve
                resources to its requirements.
