25 percent of the total. In recognition of their ineligible status, indi-
viduals in exempt training programs and other residents were not consi-
dered for recall. A new policy specifies that all residents be assigned
the generic residency code (NOBC 0106) as their primary NOBC, regardless
of their stage of training. In addition, residents are assigned a secon-
dary NOBC code for their specialty that indicates training status. if
provided with the necessary updating data, this procedure should enable
reserve program managers to readily identify residents and specialists.
The SELRES personnel who deployed in support of FH-6 and FH-15 were
drawn from Program-46 units designated for that mission. Many NRFH units
were "scrubbed," however, to identify sufficient personnel in the required
specialties to man the two NRFHs that deployed. In addition, BUMED filled
some billets with active-duty personnel when SEIRES personnel were not
available or the requirement surfaced with too little time to identify a
qualified reservist. Numerous requests for exemption or delay of recall
were processed after the first phase of the recall. Some SEIRES personnel
who were not qualified for deployment were reassigned to CONUS activities.
Predeployment Training for SELRES Personnel
Although Program-32 units have a secondary mission to augment and
provide relief to active forces in theater, their deployment aboard hospi-
tal ships had not been anticipated. Therefore, no SELRES billets are
specifically structured for support of the hospital ships. Reserve units
were planned for this purpose but were not implemented by OP-093 because
of the requirement to deploy with a full crew within five days. As a
result, when they deployed, most of the SELRES personnel recalled had not
yet received the firefighting or platform orientation training required by
the Hospital Class Ship Navy Training Plan. COMNAVSURFRESPOR proposed a
six-day training evolution for the SEIRES personnel, including two days of
inprocessing and four days for shipboard firefighting and damage-control
team training. This plan was designed to provide the SELRES personnel
with the minimum knowledge essential for a safe afloat assignment. Other
planned predeployment training included individual chemical, biological,
and radiological (CBR) training and medical management of chemical
casualties; however, only training in individual CBR took place prior to
deployment.
Preparations for the deployment of FH 6 and FH 15 included six days
of training for members of the air detachment, advance party, all con-
struction-battalion-unit (CBU) personnel and the directors of medical,
surgical, ancillary, and administrative services. In early December,
these reservists attended a modified version of the fleet hospital oper-
ations course at Fleet Hospital Operations and Training Command (FHOTC) in
Camp Pendleton, California, to receive instruction in the use and assembly
of a fleet hospital. For many reservists, this was refresher training, as
they had attended this course as part of the three-year training cycle for
Program-46 units.
