                                         MEDICAL SELRES PROGRAMS



               ORGANIZATION


                     The CNO determines Naval Reserve requirements and provides policy
               direction for the organization, administration, training, and support of
               the Naval Reserve. The principal advisor to the GNO on reserve matters
               is the Director of the Naval Reserve (DIRNAVRES), a rear admiral who also
               holds the position as Commander, Naval Reserve Force (CONNAVRESFOR), and
               is referred to as Chief of Naval Reserve in dealings with Congress.

                     DIRNAVRES (OP-095) exercises policy, administration, and management
               of the Naval reserve on behalf of the CNO; establishes plans, programs,
               priorities, organizations, procedures, and standards for the Naval
               Reserve; monitors the readiness of reserve units and personnel; and
               provides budgetary support for the Naval Reserve force. Designated
               reserve-program sponsors and reserve-program technical managers assist
               with these responsibilities.

                     Reserve-program sponsors recommend the specific mission, objec-
               tives, plans, and policies for the development of sponsored programs.
               Reserve-program technical managers work with program sponsors in day-to-
               day program management and provide recommendations on the size and mix
               of their respective reserve programs. Table A-1 identifies the program
               sponsor and technical managers for the reserve programs that contain
               most of the Medical Department reserve billets.
