The responsibilities of technical managers include making recommen-
dations to the reserve-program sponsor for organization of units based on
mobilization requirements. These recommendations include (1) allowances
for grades, designators, ratings, rates, Navy officer billet codes
(NOBCs), Navy enlisted classification (NEC) codes, and officer subspe-
cialties requirements; (2) eligibility requirements in terms of expe-
rience, education, and command experience; (3) acceptable substitution
criteria; (4) number and location of units; and (5) appropriate training
requirements. BUMED is the reserve-program technical manager for Pro-
grams 32 and 46, which contain the largest number of Medical Department
billets, as shown in table A-2.

COMNAVRESFOR is the echelon-II commander for the Naval Reserve and
reports on art additiorkal-duty basis to the Fleet Commanders. Two
echelon-III commanders, Commander Naval Air Reserve Force (COMNAVAIRESFOR)
and Commander, Naval Surface Reserve Force (COMRAVSURFRFSFOR) exercise
operational control of air-reserve squadrons and units and surface units.
Units assigned to Programs 7, 9, 32, and 46 fall under the control of
COMNAVSURFRESFOR, and units assigned to Program 5 fall under the control
of COMNAVAIRESFOR. About 1,000 SELRES personnel assigned to Program 32
drill at naval air stations.
