                 Cdr., USN, and Linda Keefer, Center For Naval Analyses,
                 Unclassified, October 1991.

         1. The Center For Naval Analyses (CNA) was tasked to reconstruct
         naval operations during Operation Desert Storm. Enclosure (1) is
         Volume XI of the reconstruction report prepared as part of that
         effort and focuses on medical support and planning during Desert
         Shield and Desert Storm.

         2. The Navy was a major contributor of medical care during
         Desert Storm and Desert Shield. Fortunately, the medical care
         system was never tested with massive battlefield casualties
         during Desert Storm. There is, however, much to learn from the
         preparations made during Desert Shield and Desert Storm. This
         report documents that effort. It provides the baseline
         information from which we can debate the issues and improve
         medical support in the future.

         3. Enclosure (1) is forwarded for your information as a
         reference document on Medical support and planning during
         Operations Desert Shield an
