               2. H4Lve effects which last a significant period of time,
               rather than momentary or fl*tting actions such &* the
               training and riot control agents.

               3. Do not seriously endanger life except at quantities
               greatly exceeding the effective dose, and produce no
               permanent injury.

               4. An individual will recover without treatment and
               without any permanent effects. normally.

               5. Are highly potent and logistically feasible.

               6. In reality however, only two (2) types of incapacitating
               agents are likely to be encountered in military use:
               CRIFTRAL WERVOUS SYSTEM STIKMLARTS and CENTRAI, NERVOUS
               SYSTEM  DEPRESSANTS.


                 (a)   CEIFTRAL NERVOUS SYSTRU STIIMANTS

                       These agents cause excessive nervous activity, the
                       effect is to 'flood' the brain with to much info-
                       rmation, making concentration difficult and inabil-
                       ity to act in a sustained. purposeful manner. A
                       well known drug which acts in this manner is LSD
                       (Iys*r$ic &aid di*thylamide). Similar Qffocts are
                       sometimes produced by large quantities of the ampb*t-
                       &Minos.


                 (b)   CNNTRAL NERVOUS SYSTEM DKPRKSSAUTS

                       (1) These are compounds that have the predominate
                       depressing effect or blocking the activity of the
                       central nervous system, often by interfering
                       with the transmission of information. An example
                       of this type of agent is BZ. BZ disturbs the
                       higher intergrative functions of memory,
                       problem solving ability and comproh*nsion. Hith
                       doxom produce toxic delirium which completely
        destroys the ability to perform military functions.
