                             FACT PAPER

ISSUM:  Bottled Water Use By U.S. Force.

flXsCUSsZOM:  ARC~ became dependent upon bottled water for
drinking purposes vice using ROwPU produced water.  Initially,
this was a conand deciaion based on non-availability of ROWPU
produced water.   ROWPU production was very limited due to the
late arrival of echelon Above Corps water production units and
delay. in off-loading prepositioning water equipient.   It was
also easier to distribute bottled water; plus, it saved their
tactical assets for future use.  This led to U.S. forces becoming
dependent upon bottled water and caused a strain on host nation
transportation assets.   PaRCINT forces slowly weaned thenselves
fron using bottled water, but ARCINT continued to use it as their
primary source of drin)~ing water.

LISSOMS  Front load sufficient water production equipment and
personnel to provide RowPU produced water for U.S. forces during
initial deploynent phase.
