IMPROVEMENTS IN 
        KUWAIT.  THE LAST TWO WEEKS, THE USD50 MILLION 
DOLLAR WASTE MANAGEMENT CONTRACT HAS KICKED IN AND KUWAIT 
CITY HAS BEEN CLEANED UP CONSIDERABLY.  IT NO LONGER LOOKS 
WAR TORN, LIKEWISE THE HOTELS ARE IMPROVING SIGNIFICANTLY.  
USUALLY, PEOPLE LEAVE KUWAIT IN AUGUST FOR VACATION, BUT 
THIS YEAR MOST PEOPLE ARE RETURNING IN PREPARATION FOR 
SCHOOL, SO THE CITY IS VERY ACTIVE.  IN THE EVENING MORE AND 
MORE SHOPS ARE OPENING AND PEOPLE ARE OUT WALKING AND 
BUYING.

               THIS IS A VAST IMPROVEMENT FROM MARCH-APRIL-
MAY. POLLUTION STILL PRESENTS A QUESTION.  THE EMBASSY HAS 
RECEIVED REPORTS RECENTLY THAT THE HAVE UNCOVERED INCREASED 
LEVELS OF LEAD IN THE BLOOD OF THEIR PEOPLE OUT HERE.  THERE 
ARE ALSO RECENT REPORTS OF VANADIUM AND NICKEL NOW IN THE 
AIR.  THESE ARE BOTH CARCINOGENS.  THE EMBASSY IS REPORTING 
REGULARLY THAT ALL LEVELS OF POLLUTANTS ARE WELL BELOW 
DANGER LIMITS.  THIS MAY ALL BE TRUE AND IN                  
AN ENVIRONMENT THAT IS NO WORSE THEN LAGOS OR MEXICO CITY. 
 
 
                                                               
THREE MORE DAYS OF GRAY, SMOKEY SKIES IN WHICH  PEOPLE 
COMPLAINED OF BEING ABLE TO TASTE AND SMELL THE OIL IN THE
