SUBJ: IRAQI DEVELOPMENT OF BIOLOGICAL AGENT FOR MILITARY
PURPOSES
PAGE 3
                     INFORMATION.

THE IRAQI GOVERNMENT HAS DEVELOPED A BIOLOGICAL AGENT CALLED
TOXIN WHICH MAY BE DEPLOYED FOR MILITARY PURPOSES. THE
TOXIN IS 10,000 TIMES MORE POTENT THAN NERVE AGENTS.
COMMENT: IT IS PROBABLY IN PARTICULATE FORM. THE EXACT
LOCATION OF THE TOXIN WAS NOT STATED. IT IS BELIEVED THAT
THE IRAQI GOVERNMENT WOULD USE THIS TOXIN IN AN AEROSOL OR
THROUGH CONTAMINATION OF WATER SUPPLIES IN IRAN IF THEIR
MILITARY EFFORTS ARE UNSUCCESSFUL.

2. COMMENT: THERE IS NO DIRECT KNOWLEDGE THAT THE
IRAQIS ARE INVOLVED IN DEVELOPMENT OF MICROORGANISMS.
HOWEVER, IT IS BELIEVED THAT IF THEY DEVELOPED
MICROORGANISMS THEY WOULD BE IN SPORE FORM OF BACILLUS
ANTHRACIS (ANTHRAX) OR CHOLERAE. THE IRAQIS HAVE ALSO
DEVELOPED A POTENT BRAIN CARCINOGEN WHICH PRODUCES A BRAIN

PAGE 4
CANCER IN A SHORT PERIOD OF TIME. THE IRAQIS ARE ALSO
INTERESTED IN DEVELOPING TOXINS THAT CANNOT BE DETECTED IN
HUMANS FOR ASSASSINATION PURPOSES. SUCH A TOXIN WOULD EVEN
BE DIFFICULT TO DETECT AFTER DEATH OF THE INDIVIDUAL.)

3. COMMENT: ALTHOUGH AT PRESENT WE ARE NOT AWARE OF AN IRAQI
BIOLOGICAL WARFARE CAPABILITY, WE DO BELIEVE THAT THE IRAQIS
ARE ATTEMPTING TO ESTABLISH SUCH A PROGRAM.)
