SUMMARY:           REPORT PROVIDES DETAILS OF IRAQ'S NUCLEAR

WEAPONS DEVELOPEMENT PROGRAM.

TEXT: 1.           IRAQI NUCLEAR WEAPONS PROGRAM (INWP)

CONSISTS OF SEVEN DISTINCT FACILITIES INVOLVED IN RESEARCH AND

PRODUCTION, USING ADAPTED COPIES OF FOREIGN TECHNOLOGY, FOREIGN

EQUIPMENT, AND LARGE NUMBERS OF EDUCATED IRAQI SCIENTISTS AND

TECHNICIANS IN HIGH-INVESTMENT PROJECTS. THE GOAL OF THE INWP

IS TO DEVELOP AN INDEPENDENT SELF-SUFFICIENT CAPABILITY TO

PRODUCE NUCLEAR WEAPONS TO IMPLEMENT IRAQI NATIONAL POLICY.







INWP PLANTS

AL-DIYALLA PLANT (ARABIC - MUWAMAL

AL-DIYALLA), LOCATED AT JISSR AL-DIYALLA







THE

PLANT LED RESEARCH AND DEVELOPMENT ON ENRICHMENT OF URANIUM BY

ELECTROMAGNETIC FIELD SEPARATION (EMF), AND WAS DEVOTED TO

THE COMPLEX WAS COMPLETELY DESTROYED BY COALITION

AIR BOMBING.







AL-SAFAA PLANT (ARABIC - MUWAMAL

AL-SAFAA'), LOCATED IN THE CITY OF AL-TARMIA, NORTH OF THE

AL-TAJJI MILITARY COMPLEX. THE PLANT CONVERTED URANIUM U-238

INTO U-235 (35 PERCENT) AND U-238 (65 PERCENT). PRODUCTS WERE

SENT TO THE AL-ASEE PLANT FOR FURTHER REFINING INTO U-235

WEAPONS-GRADE URANIUM. THE PLANT WAS 50 PERCENT DESTROYED BY

COALITION AIR BOMBING.







SAFETY PROCEDURES - NONE NOTED. IRAQI HAD NO

SENSE OF SAFETY OR SPECIFICATION; FOR EXAMPLE, SOME TECHNICIANS

CARRIED RADIOACTIVE WASTE TO DUMP SITES IN THEIR PRIVATE CARS

AND WITHOUT SPECIAL COVERING OR PROTECTIVE WRAPPING







THE PRIMARY MISSION FOR PC-3 IS THE PRODUCTION

OF ENRICHED URANIUM. DURING THE MID-80'S, FOUR PRODUCTION

METHODS WERE EXPERIMENTED WITH - LASER, DIFFUSION, CENTRIFUSION

AND ELECTROMAGNETIC FIELD SEPARATION. CENTRIFUSION WAS ALSO

SUCCESSFUL, BUT NOT PRACTICAL, DUE TO THE EQUIPMENT INVOLVED.
