ALL THESE IRAQI MISSILES HAVE RELATIVELY POOR ACCURACY.

MISSILE ACCURACY IS USUALLY EXPRESSED AS CIRCULAR ERROR PROBABLE

(CEP); THE RADIUS OF A CIRCLE, CENTERED ON THE TARGET, WITHIN WHICH

50 PERCENT OF THE MISSILES FIRED AT THE TARGET WOULD BE EXPECTED TO

HIT. THE CEP OF ANY MISSILE INCREASES WITH THE RANGE FROM THE LAUNCH

POINT TO THE TARGET.

4. DAMAGE RADIUS IS THE DISTANCE FROM THE EXPLOSION TO WHICH

THE WARHEAD'S DESTRUCTIVE EFFECTS EXTEND. THE DAMAGE RADIUS OF THE

FULL SCUD B PAYLOAD AGAINST INDUSTRIAL TARGETS AND UNPROTECTED

AIRCRAFT AND AIRFIELD BUILDINGS WOULD BE ABOUT 100 METERS FOR SEVERE

DAMAGE. THE DAMAGE RADIUS AGAINST INDUSTRIAL BUILDINGS WITH

REINFORCED CONCRETE IS 65 METERS FOR SEVERE DAMAGE.







CHEMICALLY-ARMED MISSILES COULD BE USED MOST EFFECTIVELY IN

RELATIVELY SMALL NUMBERS TO DEGRADE OPERATIONS AT AIRFIELDS, OR

TERRORIZE A POPULATION CENTER







(BW) AGENTS. IRAQ HAS THE ABILITY TO WEAPONIZE ITS BW AGENT--SUCH

AS ANTHRAX SPORES--AND PROBABLY COULD PRODUCE WARHEADS FOR ITS

MISSILES. ONLY ONE ANTHRAX WARHEAD ON TARGET, EVEN USING THE AL

HUSAYN MISSILE, WOULD BE REQUIRED. ANTHRAX CAN CONTAMINATE AN AREA

FOR YEARS,
