SUMMARY:          IRAQI UNITS ORDERED NOT TO EMPLOY CHEMICAL WEAPONS;
EXPECTED COALITION FORCES TO RESPOND TO CHEMICAL ATTACK WITHNUCLEAR
WEAPONS. REPUBLICAN GUARD MEMBERS BIASED BY IRAQI PROPAGANDAAND
HOSTILE TOWARD US ACTIONS IN WAR. REPUBLICAN GUARD MEMBERSBELIEVE
US WILL BOMB IRAQ UNTIL NOTHING REMAINS.

[b.1. sec. 1.5.(c)]

CONVINCED THAT IF IRAQ EMPLOYED CHEMICAL WEAPONS, CF REACTIONWOULD
BE NUCLEAR RETALIATION. A COMMON PERCEPTION WAS IF THE USSUGGESTED
USE OF NUCLEAR WEAPONS, BRITISH FORCES WOULD GLADLY PARTICIAPTE IN
THEIR EMPLOYMENT; FRANCE'S COOPERATION WITH SUCH ACTION WAS
CONSIDERED LESS DEFINITE. IRAQIS WERE SPECIFICALLY INSTRUCTED NOT TO
USE CHEMICAL WEAPONS BY CORPS AND BY SADDAM HUSSEIN (HEARSAY-SOURCE
DID NOT HAVE CHEMICAL WEAPONS IN HIS UNIT AND HEARD THAT THISPOLICY
OF NON- USE APPLIED TO THOSE THAT DID, I.E. ROCKET, ARTILLERY AND AIR
FORCE UNITS).
