SUBJECT:  Response to RII-1328, RPG Rounds

1.  It has not yet been confirmed whether Iraq has developed an RPG-7 chemicalwarhead.  While such a warhead is technically feasible, no such warhead wasconfirmed in use during the Iran-Iraq War and the reporting for such a warheadis extremely limited.
2.  If there is a chemical warhead, it probably would have only a vary smallexplosive charge.  The charge would be large enough to bursr open chemicalcontainer and give the agent minimal dispersion.  The agent would envelope andinfiltrate the target vehicle, killing the crew inside.  Such an attack coulddefeat a vehicle with NBC filtration protection.  The range of a chemical roundwould generally be the same as other RPG-7 rounds, i.e., about 300-400 meters. It is possible that the chemical agent used is the nerve agent Tabun.
3.  Iraqi possession of a napalm-type warhead for the RPG-7 is also consideredpossible.  Such a warhead would have effects similar to those of a MolotovCocktail on a tank or APC.

2.   REQUEST CONFIRMATION OR DENIAL OF THE FOLLOWING THREAT  [b.1. sec. 1.5.(c)] CLAIMS THAT IRAQ HAS A STOCKPILE OF RPG ROUNDS ARMED WITH GAS.  [b.1. sec.1.5.(c)]  REPORTS THAT THE ROUNDS WERE USED EFFECTIVELY TO STOP TANKS DURING THEIRAN-IRAQ WAR, ALTHOUGH ABOUT ONE-FORTH WERE DUDS.  [b.1. sec. 1.5.(c)]  COMMENT:
[b.1. sec. 1.5.(c)] DESCRIPTION SUGGEST THE ROUNDS ARE FILLED WITH BLOOD AGENTS,MOST LIKELY CYANOGEN CHLORIDE OR CYANOGEN BROMIDE.  PRODUCING SUCH ROUNDS ISTECHNICALLY FEASIBLE, AND THEY COULD BE EFFECTIVE AGAINST TANK CREWS NOT EQUIPPEDWITH GASMASKS.  NEED DIA'S ASSESSMENT OF THE INFORMATION SOONEST.
