F.  CHEMICAL MUNITIONS (b.1. sec. 1.5.c.)  HE HAD TRIED UNSUCCESSFULLY TO REPAIR NON-FUNCTIONING NBC PROTECTIVE SYSTEMS ON HIS T-72 TANKS.  WHY WORRY ABOUT THIS IF THERE WERE NO CHEMICAL MUNITIONS IN THE DIVISION?  SOURCE REPLIED CAGILY.  "IT'S A WAR, AND WE HAD TO ASSUME YOU MIGHT EMPLOY CHEMICALS UNDER SOME BATTLEFILED CONDITIONS IF NECESSARY TO AVOID DFEAT."  SOURCE THEN REINTERATED HIS INSISTENCE THAT THERE WERE NO CHEMICALS ON HAND IN HIS UNIT.  SOURCE WAS THEN QUERIED ON THE MEANING OF THE DISCOVERY OF RESIDUAL CHEMICALS IN A BUNKER THAT HAD BEEN SEARCHED IN KUWAIT BY US FORCES.  COULD IT HAVE BEEN POSSIBLE THAT CHEMICAL MUNITIONS HAD BEEN INITIALLY DEPLOYED AND THEN WITHDRAWN?  SOURCE STATED THAT THIS WAS A POSSIBILITY, BUT THAT HE NEVER HAD ANY KNOWLEDGE OF CHEMICALS IN  HIS (b.1. sec. 1.5.c.) DIVISION.

SOURCE WAS ASKED IF HE HAD BEEN TRAINED IN THE EMPLOYMENT OF CHEMICAL WEAPONS.  SOURCE REPLIED THAT HE HAD NOT AND WAS CHALLENGED IMMEDIATELY.  SOURCE ELABORATED THAT HE HAD RECEIVED CLASSROOM INSTRUCTION ON THE USE OF CHEMICAL WEAPONS, BUT THAT HE HAD NEVER "TRAINED" WITH THEM IN THE FIELD.  SOURCE EXPLAINED THAT IRAQI DOCTRINE TEACHES THAT CHEMICAL WEAPONS ARE A LEGITIMATE WEAPON, TO BE USED BASED UPON CERTAIN CRITERIA/CONDITIONS.  SOURCE NAMED WEATHER, THE SITUATION (DEFENSE BETTER THAN OFFENSE) AND THE TARGET (I.E. FOR EXAMPLE, TO SEAL OFF AN AVENUE OF APPROACH).  SOURCE ACKNOWLEDGED THAT CHEMICAL MUNITIONS HAD BEEN USED AGAINST IRAN AND THE KURDS AND DESCRIBED THAT AS "TRAGEDY TO OUR SHAME."  SOURCE ATTEMPTED TO MITIGATE THE USE BY CITING THE EXAMPLE OF A CHEMICAL ATTACK AGAINST THE IRAQI BORDER TOWN OF BEN JEWIN (PHONETIC).  SOURCE STATED THAT THE IRAQI ARMY HAD BEEN IN BATTLE WITH THE IRANIANS, AND THE DECISION HAD BEEN MADE TO EMPLOY THE CHEMICALS.  THE CIVILIANS (KURDS) IN THE TOWN WERE WARNED TWENTY-FOUR HOURS PRIOR TO THE IRAQI CHEMICAL ATTACK TO EVACUATE, BUT DID NOT HEED THE WARNINGS.  AS A RESULT MANY WERE KILLED, INCLUDING WOMEN AND CHILDREN.
