YEVSTAFYEV, A UN EXPERT ON THE USE OF CHEMICAL WEAPONS, WAS
CRIT1CAL OF THE COALIT1ON ATTACKS AGAINST IRAQI CBW FACIL1TIES.  HE
STATED THAT THE DESTRUCTION BY CONVENTIONAL MUNIT1ONS OFCHEMICAL
BOMB STORES WOULD ITSELF RESULT IN CHEMICAL RELATED CASUALTIES,AND
AMOUNTS TO PROVOCATION OF CHEMICAL WARFARE.  COMMENT: THEGENERAL'S CONCERN 
 THAT DESTRUCTION OF IRAQ'S CBW FACILITIES WOULD RESULT IN
C1VILIAN CASUALTIES HAS NOT BEEN SUBSTANT1ATED.  THERE HAVE BEEN NO
REPORTS OF COLLATERAL DAMAGE AS A RESULT OF COALIT1ON HITS ON CBW
