Fifth: the Saudi forces are comprised of (11-13) brigades of which are 
mechanized, infantry and national guard brigades, in addition to border and 
coast patrol. Saudi also has approximately (300) various planes.

2- The units stated above are deployed to the general Najd and Hijjaz 
territories, and some parts in the other Arabian Gulf states; the naval units 
are deployed in the Gulf of Oman, the Arabian Sea, the Red Sea and the 
Mediterranean.

Intelligence Report number (1) up until 1200 o'clock on the 3rd of January, 
1991

1- Since the American forces and their allies and the forces of Najd and 
Hijjaz began threatening the security of Iraq, the following forces have been 
mobilized in the area as follows:

A. The American Forces

First: Land Troops
1) [division] 24 mechanized
2) [division] 82 airborne
3) [division] 101 transported
4) It is possible that other divisions are present, but their identity has not 
been confirmed.

Second: Air Forces
The enemy has various types of planes that includes fighting, bombing, 
transporting, supply, reconnaissance and helicopters, their numbers in the 
general area are approximately around 1000-1200 planes.

Third: Naval Forces
There are various naval units including aircraft carriers, frigates, 
destroyers, supply ships, and amphibious ships, their number is about 30-40 
various units. There is also about 30-40 thousand naval infantry on ship 
decks.

Fourth: The Allied Forces, they include:
1) The Egyptian forces, about an armored [division] plus
2) The Syrian forces, about an armored [division] plus
3) The French forces, about a [division]
4) A British armored brigade equipped with Challenger tanks.
5) A Moroccan brigade, about 1200 soldiers
6) Forces from Dira Al Jazzeerah 
7) A brigade from Bangladesh
8) A brigade from Pakistan

1) 	Adjacent support requests will be centralized and coordinated with 
the army's consultant for aviation at our headquarters.
2) 	Stressing that helicopters flying during the day are friendly unless 
they commit an aggression, given that at night they would be treated as 
enemy planes similar to all other flying activities.
3) 	Securing the necessary protection procedures within sections of 
responsibility to planes that go through a planned and emergency

units; and the cities, inside and out, defensive zone for metropolitan 
units.
7) 	Covering sections of responsibility through observations and 
available observation methods.
8) 	Closing metropolitan entrances through check points within the 
sections.

2) 	A continuous defensive zone that extends west of the cities and 
depends on the cities themselves, and is comprised of assembled barrier 
rows and continuous zones fortified by a defensive zone inside the 
developed area in order to defend the metropolitan Al Jehra, Kuwait and 
Al Nida.
3) 	Continuing activities of patrols, check points and coordinating with 
security forces.

Third: Conducting a defensive battle to repel and enclose enemy units 
conducting sea and air landing and ground units which succeeded in penetrating 
the defenses of the other ground units; maintaining engagement with our units, 
inflicting maximum damage, and destroying and annihilating them.

general commander of the armed forces (may God protect him), counter 
attack is exempted of that.
b. 	Maintaining the internal security at (Kadhima, Al Feda, Al Jehra) 
metropolitan, preventing saboteurs from any actions violating the laws 
and military commands, preparing defenses inside and outside these 
metropolitan and deploying them to clear sections of responsibility.
c. 	Protecting vital targets and headquarters within the responsibility 
section, preventing the enemy from reaching them and keeping the roads 
open.
d. 	Coordinating with the neighboring field commands including the 
command of the naval forces to tighten the security of the defensive 
zone at the operations area and protecting important axis in the area.

3. Execution
A. General
The operations concept for the command of the operations command is:

First: Establishing a defensive zone for the units of the Arabian Gulf coast 
comprised of:
1) 	Barrier row installed in the water
2) 	A line of exchangeable shooting support barriers which will be 
arranged [illegible] opposite the ports and the areas where facilities 
for amphibious landing are available.
3) 	A line of extended defensive positions (parallel to the barrier line) 
which passes through the building and open areas to reinforce defense of 
the coast and defending the area toward the west; to secure connection 
with metropolitan units.
4) 	Continuing the activities of patrols and check points, and 
coordinating with security forces.

Second:
Establishing a defensive zone for metropolitan units comprised of zones to 
defend inside and outside the metropolitan areas, as follows:
1) 	Fortified points that extend parallel to the main roads controlling 
the neighboring open areas and the streets and could be converted, if 
needed, to a continuous defensive zone within three hours in order to 
defend inside the cities (Al Jehra, Kuwait, Al Feda).

f. Chemical Analysis
Contaminated samples brought by the reconnaissance team from the surveyed 
areas will be sent to the field chemical lab located at the third chemical 
company.

g. Reports
First: Units exposed to massive warfare will send the preliminary observation 
reports nuclear \ [chemical] number \ 1 to the superior headquarters they are 
connected to.
Second: Atmospheric gale readings will be constantly taken, on the average of 
one every two hours.
Third: Masks will not be removed except with an order from the direct 
commanders and after verifying that the area is not contaminated; for purposes 
of security, (15) minutes will be added.
Fourth: Making sure that masks are put on as soon as possible when indications 
of the use of mass destruction weapons have appeared.

4- Administrative Affairs
a. Compensation of chemical equipment will be immediately drawn from the 
reserve outside formation measurements
b. Compensation will be from the reserve located at the chemical echo command 
of the division, and compensating the divisions from the chemical echo command 
of the corps.
c. keem3 will maintain two containers of purifying solution for all equipment 
and purifying vehicles available to them.
d. Repairing chemical equipment and preparations will be according to repair 
orders.

Third: The collective protection will be erected on the specified areas.
Fourth: Protection procedures from flammable material will be taken, in 
accordance with the operating instructions.

Second: Chemical Units

1) The third chemical company will open the following observatories:
a. An observatory at the division headquarters, coordinates (6640)
b. An observatory position at the rear headquarters of the division, 
coordinates (7440)
c. Maintaining (2) chemical reconnaissance armored vehicles as a reserve to 
carry on the following duties:
First: Surveying the important areas in case there is an occurrence of attacks 
with mass weapons.
Second: Surveying areas of purification stations.
Third: Each section will have its own responsibility for chemical 
observatories and will provide [illegible] chemical observatories coordinates 
to the units.

C. Chemical purification
First: Individual purifying
Will be conducted immediately by the individuals as soon as contaminated by 
using the purification set and individual first aid kit.
