Subject: Endorsing Repair Paperwork
Reference the secret message 82/2/4447 of 30 August 1982 from the Chemical
Branch Directorate, below are instructions issued by the above directorate
concerning endorsement of repair paperwork. Please read, act accordingly, and
take the necessary measures before forwarding the paperwork to us.
1. We had, on several previous occasions, requested all directorates to
abide by the instructions issued by our headquarters; instructions
concerning the need to not permit commissioners to contact our
directorate about the subject.
2. The kit requires a glass for the blower head. Its repair is the
responsibility of the Chemical Company/11. This indicates that the kit
was not thoroughly checked by the Lab Detachment commander. They should
have ordered the necessary parts to perform the repair themselves and
avoided referring the commissioners to the Chemical Depot.
3. We stress that commissioners should not be permitted to do so in
accordance with item (1) above, since such procedures are bound to cause
the ranks to leave their jobs and work on something else and to cause an
overload in our directorate and the Chemical Depot.
