	2.  	Ensure accuracy in filling out the form according to the listed

Reference the secret and urgent message number 7988 dated 11 August 1985 from 
the Chemical Branch Directorate, and pursuant to our personal and secret 
message number 245 dated 10 June 1985:

	1.  	Double fining in our letter above refers to all items and 
equipment lost or damaged through negligence, including cost of 
repair and labor if the malfunction resulted from abuse and 
carelessness.

	2.  	So long as the damage resulted from negligence, article 116 of the 
military penalty code should apply from the legal standpoint.  The 
following should therefore be noted:

		a.	The price of the generator and labor fee should be listed as 
is -- without doubling.

		b.  	In the block titled for the lab's remarks you should enter 
the cause of the malfunction or damage as a result of 
negligence.

		c.  	The unit should be requested to claim the double fine in 
accordance with our message above.

		d.  	The unit shall set up an investigative board to find out 
about the damage and who was responsible for it.

		e.  	The investigative boards should be checked from the 
technical aspects by our command.

Please read and instruct your units to act accordingly.

complete the repair forms for malfunctioning equipment.  These should be
