Reference the secret and urgent message number 196 of 8 August
1984 from the Chemical Branch Command, 3rd Corps:
1. The Chemical Branch has been in the habit of supplying
protective masks to all units using different sources in
order to meet the needs of requesters.
2. As a result of this dependence on before-mentioned sources,
(illegible) the formations and units of the Army, which
provide the same type of protection against poisonous
chemical agents.
3. A number of non-chemical units (illegible) have exchanged the
protective masks previously supplied to them for other masks.
4. In this connection we would like to clarify the following:
a. The protective masks with which our units are supplied
are generally good and effective, and they are always checked
by the subordinate chemical headquarters according to the
commander's directives.
b. The decision that some protective masks are not suitable
is the responsibility of the proponent chemical elements who
have the technical tools and expertise to do so.
c. Therefore, it is not permissible to exchange masks whose
effectiveness date has expired without running those tasks
through the testing referred to in item (b) above.

Sir:
Reference your task of 10 August 1984 relative to the message
of the Chemical Branch number 427 of 9 August 1984, I have done
some reading about procedures for testing, repairing and consuming
the Russian protective masks used in our lab.
1. The Russian protective masks turned in by repair papers
by the units are tested visually and by the availing testing
equipment in our lab (B.K.B. instrument) and C.D.-3 instrument.
Any malfunction is repaired and any needed accessories are issued
regardless of the duration of their use and whether the legal date
has expired or note.
2. The face wear is checked also visually and by the B.K.B.
instrument to make sure that it does not have any holes or
malfunction with respect to tightness. Should we find these face
wears to be in bad shape and cannot be repaired in our lb, we then
enter these items on the repair form and state the reason, whether
it is neglect or not. The items are then sent to the Chemical
Depot in order to be disposed of, since the consumption
certificate is issued by the Chemical Depot only.
The parts in the face wear that are still in good shaped are
used in repair.
3. We have C-D.3 instrument to check the efficiency of the
Russian mask's filter. In addition to checking the filter
visually, we apply a mask testing substance (Cs) to make sure that
the mask is still good and effective. As for the consumption of
the mask, what we mentioned about the face wear is applicable.
4. Accessory items pertinent to he Russian mask are received
to use in repair operations in our lab, such as the sight lenses,
inhalation and exhalation valves, the filter, and the metal
endings of hoses.

Reference the top secret message of the Chemical Branch
Directorate, number 6559 on 10 July 1984, the protective masks are
checked by means of the scratching agent (CS) in the Gas Tent
under wartime and peacetime conditions. When conducting the test
the following is observed:
1. Observing correct concentrations, because any increase
in the concentrations adversely affects the age of the
filter and impacts the exposure time.
2. Emphasizing the use of protective masks according to
proper usage. The age of the filter will also be
shortened as a result of exposure to certain climatic
conditions, especially when the filter's caps are kept
open. The filters can also be damaged during training
and practice exercises.
3. Checking the masks
a. During the operations
First: Before and after each battle.
Second: Every fourth month when the situation is
stabile
b. In peacetime:
Once every six months

missing information, which adds considerably to our load and
wastes our time. To facilitate these transactions, we request the
following:
1. Do not forward repair papers which do not include the
following information:
a. Name of the item written clearly.
b. Name of the person responsible for the item and his
rank.
c. Number of the unit [illegible]
d. Number and date of the issue and receipt document.
e. Issuing source.
2. Do not list more than one item on the repair paper.
3. The chemical pilot should accompany repair papers
dealing with chemical items.

Reference the top secret and urgent message number 655 dated
2 August 1984 from the Chemical Branch Command, 3rd Corps, which
was attached to the Chemical Branch Directorate's top secret
message number 6931 dated 23 July 1984, below are remarks
contained in the Directorate's message relative to protective
masks. This is included for your information and compliance.
1. The expiration date affixed to the mask does not mean
that the effectiveness of that mask has expired and that
it is no long suitable for use. It means that the mask
should be checked for suitability and effectiveness
after that date, assuming that it has not been used in
actual contaminated areas during that period.
2. The Russian mask is the best mask in service from the
standpoint of effectiveness, since it provides the best
chemical protection, and also from the standpoint of its
filter's capacity. Many units, including mask
producers, prefer this mask to others.
3. As an importing country we should ensure that we use the
supplies for the longest period of time so long as they
are still good to use and meet the purpose for which
they are used.
4. The masks whose date of effectiveness has expired are
checked in the Gas Tent to isolate the suitable parts
which can be used as replacement.

4. All blocks on the repair form should be filled in clear
handwriting. The name and code of the issued item
should be entered, as well as its price, the issued
quantity and labor cost. Check the price manual and
fire endorsement if seen in red on the repair form. The
fine should be in numbers and letters and include cost
of issued items and labor cost.
5. The information listed on the attached form should be
entered on the back of the repair paper when the
consumed items are returned to the Chemical Depot. A
separate repair paper should be completed for each item
type, such as gags, face wear, hoses, filters, etc.
6. When approval is secured for returning the consumed
items to the Chemical Depot, the commissioner will
attach a copy of the processed repair papers (lab's
copy) to the consumed item to refer to it when necessary
at the time determined by the Chemical Depot.
