In reference to the secret and confidential letter number 42 dated March 6, 1990 by the Chemical
Forces Command Headquarters of Tawaklna Ala Allah- RG, and the secret and confidential letter
number G/2/2/66 dated March 10, 1990 by armored brigade /9 RG, enclosed are recommendations
and instructions pertaining to the tactical training on all protective equipment of chemical strikes.
The training will be carried out by the units of our command. Please review, follow, and inform.

Recommendations and instructions
pertaining to tactical training on all protective equipment from chemical strikes
1. Objective:
To train enrollers in the Tawaklna Ala Allah forces command- RG in case the enemy uses
chemical weapons and to reach a good standard in the performance of their combat
missions under these circumstances and minimize the number of casualties at all combat
levels.
2. Units and brigades involved
All chemical exercises will be carried out during the two periods of general training by the
below brigades and units:
a- 1990 brigade 1991 brigade

3. Toxic chemical agents used in training
The agents
The agent [illegible] ( ) is used with a concentration of 15 - 20 % and other similar
agents were used in the units exercises. The mustard agent with a 30 - 40 % concentration
is used in the brigades exercises .
4. Preventive measures
All brigades and units must take the following measures during the exercises:
a. Before
First: The protective equipment must be 100% covered for all
individuals (protective mask, protective gloves, feet protectors,
protective suit).
Second: The decontamination and first aid tools must be a 100% covered
for all individuals
Third: An additional 50 % more of the above equipment must be available.
Fourth 50% of the protective ointment must be available to cover the
individuals with an average of one tube for two people.
Fifth The individual decontamination equipment must be fully available
to the vehicles
Sixth: The chemical advisor must be fully provided with work related
chemical equipment (Record forms- warning flares).
Seventh: The decontamination items must be available according to the
requirements .
Eighth: Provide the manuals pertaining to the chemical training, the units work in
cases of using chemical weapons, and the preventive measures of the
units
Ninth: Open chemical detection locations and partial decontamination centers.
Tenth: Prepare the necessary requirements to ensure a series of medical
evacuations and work in light of the medical evacuation procedure for
treatment.
Eleventh: Use the individual protective equipment
Twelfth: Use the decontamination and first aid tools
Thirteenth: Detect the signs of a chemical attack
Fourteenth: Work at the partial decontamination centers
Fifteenth: Work at chemical decontamination centers and stations which are
opened by the chemical units.
Sixteenth: Perform various tasks while wearing protective masks
Seventeenth: Take the chemical warning procedures
Eighteenth: Examine the protective masks in the gas chamber (tent) to ensure
their security and function.
Nineteenth The brigades and units provide an average of 10% of the service
equipment to make use of them to compensate the contaminated in
decontamination centers which are opened by the chemical units.
b. Upon
When there is a threat to use chemical weapons, individual chemical equipment are
carried and kept ready in case the unit/brigade is subject to a chemical attack or
when there is a doubt that there is a chemical contamination, the following
measures are taken:
First: Individual measures
1- to give a local warning by the unitÕs headquarters or individuals
according to the chemical warning signals determined by the job
procedures.
2- to wear the protective masks immediately
3- to wear the rest of the protective equipment if needed and based
upon the contamination type.
4- to use the contamination and first aid tools if necessary
Unit measures
1- to give a warning to all sub-units
2- to notify the other neighboring units especially those that
are located at [the bottom of the wind]
3- to notify the higher headquarters of the chemical attack and the
measures to be taken immediately.
4- to diagnose the contamination type and notify the higher
headquarters in a report
5- to send a report (nuclear/ chemical/ biological) number 1 (the
primary detection report) to the higher headquarters
6- to report the need to perform the partial decontamination (opening
the partial decontamination center) with the coordination of the
higher headquarters.
7- to evacuate the contamination casualties whether they were
contaminated individuals or others in accordance with the
evacuation measures of the chemical casualties.
Third: Brigade measures
1- to warn the neighboring units especially those located [at
the bottom of the wind].
2- to inform the higher headquarters of the chemical strike and the measures
that are taken in (nuclear /chemical /biological) report number 1.
3- to evaluate the risks of a chemical contamination pursuant to the
information sent to the brigadeÕs headquarters by the chemical officer.
4- the following measures may be taken based on the contamination type in
coordination with the higher command to:
a- send chemical detection elements to the chemical attack area to
confirm the contamination type or take a sample, determine the
contaminated area, and evaluate the situation under the circumstances.
b- set up a chemical contamination (point/station) in one of the
decontamination areas.
c- send a (nuclear/ chemical/ biological) report number 6 and a
report on using chemical weapons to the higher command.
C- After:
First: to know the number of human casualties.
Second: to evacuate the chemical infected individuals to the decontamination platoon
and treat the contaminated individuals at the medical field unit.
Third: to proceed with the normal activities while wearing the protective masks after
performing the decontamination procedure to the individuals and their
location.
Fourth: to perform the partial decontamination procedure with the coordination of the
higher command
Fifth: to perform the full decontamination procedure if necessary or required by the
tactical situation.
Sixth: to take a decision on removing the protective masks after ensuring that the area
is free of the chemical contamination
5. The measures taken before carrying out the training
The following measures are taken before carrying out the training in addition to the above
mentioned in (4):
a- to hold a seminar on the types, characteristics, effects, protective and first aid
measures, and decontamination of chemical agents.
b- to study the earth in detail and the relation to using the chemical agents.
c- to study the weather conditions pertaining to the windchill, the temperature of
the soil, the air above 2 m, the weather condition: unstable, relative humidity, or
any other information.
d- to carry protective equipment.
e- to carrying the decontamination and first aid tools with the protective ointment
and the atropine self injected shot if available.
f- to testing the protective masks
g- to identify the signs of the chemical attack
h- to identify the local chemical warning signals
I- to coordinate with the medical team about the procedure of evacuating the infected
individuals in accordance with the medical evacuation procedures especially those
of the case of chemical use.
j- to clarify the exercise and the procedures to the participants especially those of
the chemical use. To analyze the exercise while noting the disadvantages,
advantages, and suggested recommendations.
6. The executive team:
The above exercises are conducted by a team that consists of:
a. Chemical Corps Command, Tawaklna Ala Allah Forces Command, RG and the brigade
(mustard containers detonation team).
b. Infantry Command Tawakalna Ala Allah Forces Command RG,: responsible for
detonating smoke containers in coordination with our command to calculate the number of
people with the containers size.
c. Transportation vehicles to assist in the chemical training are provided by the Tawakalna
Ala Allah Forces Command, RG.
