Above is a copy of top secret letter, medical affairs directorate number 21410 on 10 November 1985 relayed to us through top secret letter of medical treatment command of corps 2 number 3657 on 11\16\1985. Please note the following points: 1- Coordinating in regards to exercises on platoon deployment. 2- Training staff through courses for all medical officers and nurses opened at the chemical companies of the divisions, and adhering to them. 3- Concentrating on chemical guides in the platoon to train the platoon on using purification and first aid set, wearing protective mask, using chemical reconnaissance set, and illustrating their work procedure in the platoon; and to all members of your unit. Please act accordingly. Paragraph E: the diagram stated on page 8 of manual 125 is a basic diagram for procedure of treating contaminated injuries and not a diagram for deployment of detachment for purifying and treating contaminated injuries on the ground. We support that the number of medical staff designated for this detachment is insufficient. A committee has been formed at organization directorate comprised of two representatives from our directorate and medical affairs directorate to reconsider the formation of the detachment. 3- Article 3 of the procedure. a. Paragraph A: the diagram illustrated in supplement A of the procedure is not practical and does not suit the operation of detachment for purifying and treating contaminated injuries because it was set successively and it interlocks, which causes disruption in treating contaminated injuries. No consideration was given to distribution, ventilation, and detachment of detachment sections to facilitate the smoothness of operation and secure the safety of workers. This was explained to medical treatment command of divisions working in corps' section and the other sections, and the proposed diagram to their deployment was explained by the joint group. b. Paragraph B: nylon bags designated for evacuating contaminated martyrs will be provided by staff authority of administration of the formations as illustrated in paragraph C of article 4 of supplement of official attachment 677 which is within the proposals stated in the joint group report submitted to general staff military command. Administration directorate should be advised to secure nylon bags to evacuate contaminated martyrs of formations, units, field medical units and military hospitals. We do not support issuing nylon bags to all casualty collection locations because their responsibility is not evacuating contaminated martyrs or treating contaminated injuries. c. Paragraph D: the duties of chemical members stated in holding of formation of detachment for purifying and treating contaminated injuries is the operation of bathing [illegible] and the supervision of purification procedure, it is not purifying the injured and contaminated vehicles. That is the responsibility of members of the rest of the detachment and other members designated from field medical unit. Please note the above and modify the procedures accordingly. It should be noted that the directorate group that visited your section on 28 July 1985 explained all the above points. -3- Top Secret and Personal [page-29] Top Secret and Personal by members trained on their use. c. Paragraph C: second, 2 and 4: contaminated injuries will be evacuated from unit's first aid to detachment for purifying and treating contaminated injuries in accordance with sequence of evacuating contaminated injuries to complete purification and treatment. It is not allowed to directly evacuate them to the advanced first aid station. d. Paragraph C: second, 3: determining contaminated areas in the body of injured will not be possible at the location of unit's first aid due to the lack of facilities through which an examination of contaminated parts of the body can be performed, unless the contamination was visible in the form of spots or oily drips. e. Paragraph D: ambulances will be partially purified in accordance with b. above, as for individuals (driver and nurse), there is no need for purifying them until after the end of evacuation. Personal weapons of the contaminated injured should be received at their units and should not be sent with them to detachment for purifying and treating contaminated injuries. f. Paragraph F: contaminated injuries may go through a final examination if the contamination was from radiation material; if the contamination was from poisonous chemical agents, it is not possible to perform a final examination due to the lack of the facilities securing that. 2- Article 2 of the procedure. a. Paragraph A: there is no need for purification solutions and powders for specialty vehicles or "Karshar" equipment available at the detachment, because its duty is purifying individuals and transporting water and is not purifying equipment. b. Paragraph B: vehicle [illegible] available at detachment for purifying and treating contaminated injuries is not designated for purifying equipment, the number of chemical observers in the detachment is appropriate for operating bathing vehicle and supervising purification procedure. c. Paragraph D: after purifying contaminated injuries at the detachment for purifying and treating contaminated injuries, they will be wrapped and covered with [illegible] sheets and evacuated to the advanced first aid station; thus, the detachment does not need [illegible] clothes to replace the contaminated injured. The same procedure will be followed when evacuating them from the station to military hospitals designated to receive them except in cases not needing evacuation to hospitals; service equipment will be issued to them from field medical unit. -2- Top Secret and Personal
