secret memo of the 12th armored division chemical branch command 677, dated 9/11/1985, 
enclosed please find an original copy of the information available to the command on the 
protection capability of some of the   protection masks, though most protection masks are 
similar in terms of capabilities, except the Russian protection mask. Please review.o

	B.  	a cloud of fume or fog, different from that formed in the case od a regular 
explosion, in addition the cloud movement and spreading are different.
	C. 	There also are drops of a liquid or (word not legible) where the bomb has fallen>
	D. 	There appears fragments of a specially prepared bomb in order to spread the 
germs, like the existence of a gap or place protected from the effects of the 
explosive material, or something similar to that.
	E. 	watch also for insects,  animals, packages, or cans around the location where the 
plane dropped the bomb.
	F.  	The existence of insects or  animals where they were never seen in that location 
before.
3. 	THE CHEMICAL ATTACK
	Signs to watch for a chemical attack are:
	A. 	Evidence and symptoms that the enemy has launched a chemical attack by planes 
are:
		First, a cloud of gas or smoke, fog condenses fast in the attack 	area.
	
		Second, it's possible that a strange odor be detected.
	
		Third, the exploding bombs don't produce a large roaring sound.
	
		Fourth, birds in the vicinity of the attack are affected by the 		attack 
to the extent that they couldn't fly.
	
		Fifth, oil spots or other spots could be seen in the attack area, 	
	especially when poison agents are used by the enemy.
	
		Sixth,  a tail of fume behind the attack plane that drops the 		poison liquid 
agent could be seen, than it starts descending to 	the ground and disappearing fast.
	
	B. 	Evidence and symptoms that the enemy has launched a chemical attack 	with 
artillery are:
		First, the explosion of artillery shells don't produce a large 		roar when 
bombs are filled with poison chemical agents.

		Second, a cloud of fume or fog develops over the area of the 	
	explosion.

		Third, oily or dark looking spots develop around the area of the 	
	explosion.
		
		Fourth, 
	
	C. 	Evidence and symptoms that the enemy has launched a poison 	
	chemical attack with gas or fume bombs are:
		
		First, one could see a spark as the fume bomb is launched. one could also hear a 
whistling noise as the fume bomb is launched.

		Second, a cloud of fume or fog develops over the area of the explosion that moves 
in the direction of wind coming from the enemy's direction.

		Third, feeling some direct effects like an unknown odor ar some inflammation of  
the respiratory system.Eyes taring, coughing, general exhaustion, temporary 
blindness are also symptoms to watch for.

(The last two lines starting with the word NOTE don't make sense.)

	Protective Ointment Use Instructions

1. 	The ointment is used to protect the skin against Mustard gas, and its small drops during 
exposing to it or right after that. The ointment should be applied to all parts of the skin 
that are exposed to the gas.
2. 	The ointment is distributed in small ready-to-use containers.
3. 	It consists of two basic components: a: Molochramine with a percentage that's between 
4,5-25 percent of active chlorine  in the final product B: An oily component that would 
make the ointment stick for a long time on the exposed area.
4. 	Active Chlorine  interacts with mustard to turn it into (a word deleted from the text) as a 
poison gas agent.
5. 	The ointment is effective in protecting the mustard gas from reaching the skin for several 
hours, especially if the concentrations of the ointment are 20-30 microgram\liter. Its 
effectiveness, however is limited against the mustard drops.
6. 	The ointment might cause some inflammation because it contains active chlorine
7. 	Ointment effectiveness decreases when sweating.
8. 	Ointment is slow dealing with nitrogen mustard.
9. 	a thin layer of the ointment should be applied to the exposed skin parts before they are 
exposed to mustard gas, especially neck, face, hands
10. 	The ointment should be used immediately after body is exposed to mustard gas ( as in 
article 9) within 3-5 minutes.
11. 	If mustard gas drops reach the exposed parts of the skin, the following technique is to be 
followed: a. the mustard gas drops should be removed from the skin with any available 
means such as a piece of cloth. b. apply thin layer of the ointment on the exposed area to 
be removed, then another layer should be applied and remain.
12. 	The ointment should be distributed at a ratio of one container per individual, though a 
number of individuals can share one container.

CAUTIONS

13. 	The ointment should not be applied to the eyes or the skin around the eyes.
14. 	The ointment shouldn't be used as the skin turns red (redness is the primary symptoms 
of being exposed to the Bubble agents.)
15. 	The ointment is not to be applied to injuries.

	SECRET

First: 	There exist at the headquarters of chemical branch schools and the division schools a 
chemical warrant officer (chemical councillor) to train members of these schools on 
how to properly use protection equipment, and how to protect against chemical 
attacks.
Second: 	Duties:
 		The unit chemical councillor conducts the following duties:

1. 	Chemical training to all members on how to protect against incendiary materials 
(Napalm).
2. 	Proper storage and maintenance of unit chemical equipment. 
3. 	Noticing the proper use of unit chemical equipment.
4. 	Train the unit ranks on unit chemical equipment.
5. 	Regular inspection of unit chemical equipment.
5. 	Keep records of unit chemical equipment including quantities and usability.
6. 	Train a section of each company on chemical observation and use of ray detection  and 
chemical observation equipment for a week of every six months.

1. 	Conduct duties of chemical and radioactive observation.
2. 	Detect chemical and radioactive  contamination of systems, equipment, and personnel.
3. 	Measure radioactive doses received by personnel.

	Instructions for Protective Ointment Use

During the visit of a group of the chemical branch to our corps units, the following areas were 
found to be lacking: Please pass to all formations and units operating in your divisions to act 
accordingly.

2. 	Atropine injection
3. 	Chemical councillor duties

1. 	Outer clinic should copy, read and be kept by officer in charge.
2.  	Chemical councillor should copy, read and keep.
3. 	Pharmacy should review to get the said materials (Protective Ointment Use,  Atropine 
injection.
4. 	Records should also keep a copy, and copies of memo should go to all centers collecting 
losses.
