Your secret and urgent memo TJ/57/847 on July 30th, 1985.
1. The compounded penalty mentioned in your secret and personal memo includes all equipment
that are lost or damaged negligently, includes prices of material used in repair and labor cost if the
cause of the damage of this equipment is due to negligence or misuse.
2. Since the damage or defect caused by negligence requires item /116 of the military punitive
code from a legal point of view, please note the following:
A. Remember the cost of material and labor without compounding.
B. In the lab notes and repair papers it is noted that the reason of damage or malfunction
is negligence.
C. The unit is asked to implement the compounded penalty as mentioned above in our
memo.
D. The unit is to form an investigative council to determine the causes and to point out
the negligent person.
E. From a legal point of view the investigative council are scrutinized by the Commanders
of the chemical branch.
